For the safety of the student, you cannot tell another person where a student is at any time since class schedules are not directory information. Refer him to our Campus Police who can determine if this is a health and safety issue which provides the College with flexibility under FERPA.

The health and safety of members of the TCNJ community is paramount and FERPA is not intended to increase the risk of individuals’ safety in an emergency situation. The health and safety provision in FERPA states that you may release information from an educational record to an appropriate person in connection with an emergency if knowledge of the information is “necessary to protect the health or safety of the student or other individuals.”

Time permitting, you should always consult with Campus Police about any health or safety emergency before disclosing education records to anyone who is not a school official with a legitimate educational interest.
